About 50% of the African population was informally housed in 1994." Since then, the government has aimed to provide basic needs to improve the lives of the under-housed communities and to address the dysfunctional nature of South African settlements. "Government interventions have focussed on the provision of adequate shelter, the improvement of human settlement management through integrated service delivery and the promotion of the land reform and land use planning."
