Our organisational structure
Head of Department
The purpose of the office of the Head of Department is to maximize the impact of public and private resources to accelerate the delivery of tenure, quality services and housing on well-located land, in partnership with all spheres of Government, the private sector and civil society.
The Office of the Head of Department will:
- accelerate the delivery of incremental, social and special needs housing.
- plan, implement and manage housing projects in line with incremental, social and special needs housing.
- provide strategic interventions within the housing delivery system to maximise the impact of available resources.
- develop policy and promulgated legislation to support a framework for the implementation of housing programmes.
- undertake project management of selected urban regeneration projects so as to enhance theeconomic and social viability of neighbourhoods.
- promote effective, efficient and sustainable property management of Departmental assets.
Office of the Chief Operations Officer
The purpose of the office of the Chief Operations Officer is to integrate group strategies, innovate at business level and drive business performance.
The Chief Operations Officer will:
- accelerate the delivery of incremental, formal, social and specific housing needs.
- undertake the project management of selected urban regeneration projects, so as to enhance the economic and social viability of neighborhoods.
- effectively and professionally manage departmentally owned housing stock and to generate and develop financial interventions and revenue through the partnership initiative.
- initiate, facilitate and mobilize financial intervention for regional developmental tools to guide the Department in decision making.
Office of the Chief Financial Officer
The purpose is to assist the Accounting Officer in discharging all duties and responsibilities imposed on him/her as prescribed in Part 2 of Chapter 5 of the PFMA and the Annual Division of Revenue Act and to support the Accounting Officer ( AO) / HOD as well as other senior managers of the Department through the provision of timely and accurate financial and operational information necessary for strategic decision making and for assessing/management of overall performance of the Department.
The Chief Financial Officer will:
- act as the Department's senior representative on the Audit Committee.
- ensure efficient and effective collection of revenue, debt management, liabilities management, expenditure management and control.
- establish appropriate asset management processes and procedures.
- establish a cash management and banking systems.
- establish policies and procedures on the management of losses and claims.
- create and maintain sound financial management practices in terms of the Public Finance Management Act (PFMA).
- provide financial management and procurement function to the Department.
- Office of the Chief Business Officer
The purpose of the office of the Chief Business Officer is to provide a non - core functional and
operational support service to the business units in the Department.
The Chief Business Officer will:
- provide corporate services to the Department i.e. human resource services, legal advisory services, facilities management and information systems management.
- create an effective communication system that engages all stakeholders and staff on the core business of the Department.
- manage the risk strategy of the Department.
- enhance and sustain the strategic direction of the Department by providing effective and efficient support for strategic planning needs and to articulate a strategic guide map to ensure that programmes that are implemented are in line with the strategic plan of the Department
