

Key Priority Programmes Alternative tenure programme includes social housing, backyard rental, hostel redevelopment or affordable rental accommodation. In doing away with the hostels, the programme is targeting eradication of 13 hostels in the 2008/09 financial year, with 9 500 housing units to be delivered. 1 000 backyards are planned for implementation in areas such as Boipatong, Mamelodi, Atteridgeville and more will be identified in other prioritised townships. In terms of Social Housing, we will deliver 4 500 housing units targeting areas within Johannesburg Inner City, Tshwane and Ekurhuleni. The Alternative Tenure programme has given the people of Gauteng a choice and has demystified that government is only about the giveaway houses. Social housing is the Development, ownership and management of affordable quality housing registered by Housing Institutions for residential accommodation purposes to people who receive State Housing Assistance. Housing institutions are registered legal entities whose objective is to acquire, develop and manage stock to qualify beneficiaries on rental, installment sale and cooperative or alternative tenure basis on behalf of the department. This programme involves building backyard accommodation and providing financial assistance to the landlord to build and upgrade backyard accommodation in line with the required building standards. The Backyard Upgrade which is currently piloted at Orlando East in Soweto and Boipatong in Sedibeng consist of 2 or 3 bedrooms each of 11 square metre with shower and a toilet of 3 square metres. Hostel redevelopment programme involves upgrading and conversion of public sector hostels into rental accommodation in the form of family units or single units.
